It states in part"a copy of [a] summary [of the RLTO] shall be attached to each written rental agreement when any such agreement is initially offered to any tenant or prospective tenant by or on behalf of a landlord and whether such agreement is for a new rental or a renewal thereof… ". Do you have to waste the paper, and attach a summary, if your dwelling is excluded?

5-12-020 Exclusions.

Rental of the following dwelling units shall not be governed by this chapter,unless the rental agreement thereof is created to avoid this chapter;
If the dwelling units qualify with any provision of Section 5-12-020 (a)--(f),the tenants are excluded of their rights and remedies made available in the ordinance.
5-12-190 Rights And Remedies Under Other Laws.

To the extent that TITLE 5, CHAPTER 12 RLTO provides no right or remedy in a circumstance,the rights and remedies available to landlords and tenants under the laws of the State of Illinois or other local ordinances shall remain applicable.(Prior code 193.1-18;Added Council Journal of Proceedings,September 8, 1986, page 33771; Amend. Council Journal of Proceedings, November 6, 1991, page 7219)
